This gives rise to the contradictory scenario whereby such political actors at the central and sub-central levels remain the apostles of centralization on one hand and exponents of democracy as a model of national government on the other hand. Nigeria is the most populous African country. And this marginalization of the local government in (...) the democratic process is prevalent in Nigeria. Invariably, the pervasive effect of this condition, as it negatively affects the availability of dividends of democracy to the African citizen, is worrisome. In the meantime, the continent of Europe is perceived in the study as having possibly taken local government understanding to a model level of local self-governance, through its European Charter of Local Self-Government. Europe is thus, seen in this study as a region in the lead in situating the local government paradigm, within its proper democratic context. The theoretical framework of deliberative democracy is adopted in the study to engage African states to embrace local self-governance as a critical component of democratization. ]]>. (shrink)

This paper took off recognizing the zeal of the African Church specifically the Nigerian Church. The relationship between communication and the community was discussed in this paper, good communication is very essential for the growth of every human community and where this is lacking there will be a problem as in the Nigerian Church. In discussing the communicative nature of the ecclesial community, it clearly said that the church is born out of the communication of the “Word” of the father (...) that took flesh in the world (incarnation). This paper further explored the basic communication problems of the Nigerian Church and also offered some recommendations. The Catholic Church in Nigeria needs to “purge itself of non-communicational practices and implant within its fabric, the christo-centric model of a participatory communication”. (shrink)

The new mass media technologies now make information processing and distribution more accessible to people globally. Marshall Mcluhan’s “global village” has given birth to a “global palour”. However, perpetrators of crimes now bask on the philosophy of communication media practitioners that people have the right to know what is happening within and outside their environment. This stance is rapidly dismantling, in an amazing fashion, the hitherto accorded respect for media ethics. Neil Postman, a New York media analyst, describes the creator (...) of technology as the list judge of its consequences, especially with regards to the technology of the media. True, every communication medium is potent with the possibility of occasioning other consequences not directly intended by it. This paper, therefore, attempts to bring to the fore the way communication media are inadvertently promoting crimes and terrorist activities globally. It is the stand of this paper that a global overhaul of mass communication media is needed for balance reportage that would bring about global and meaningful developments of human and material resources under an atmosphere of peace and mutual tolerance. This paper examines the phenomenon of ‘baby factories’ as an abusive pattern of surrogacy and child adoption practices in Nigeria. Relying on a mixed qualitative approach that draws on extant literature and field-based personal insights, the paper posits that the economic, socio-cultural and psycho-emotional value of bearing and having a child, as well as the tacit disapproval of adoptive parenting by some cultures in Nigeria, have driven childless couples and adults into seeking child adoption through illicit and unconventional paths, such (...) as ‘baby factories’. The paper contends that the commercialization and non-regulation of surrogacy in Nigeria has created pretexts for the proliferation of ‘baby factories’, where babies are bought and sold, with pregnant girls and infants objectified as ‘stocks-in-trade’. To mitigate the phenomenon, it is expedient to regulate the bourgeoning illicit baby market in the country through proper legislation that is capable of moderating the excesses of surrogate and adoptive practices. The study investigated the supervision of undergraduates’ degree projects in Nigerian universities following the general allegation that the present day projects do not contribute to any knowledge because students copy past work and project supervisors do not have time for supervision. The population of the study was 27 federal Nigerian universities. A random sample of 9 federal Nigerian universities (33.3%) was used for the study. The instrument used in gathering the data was the questionnaire designed by the researcher titled Students’ (...) Project Management Inventory (SPMI). The validity of the instrument was done by both experts in educational administration and planning. Test-retest method was used to ascertain the reliability of the instrument. A Z-Test and common percent were the statistics used to analyze the data. The major finding was that the increased population of degree students with decreased number of supervisors have made it difficult to have good supervision of projects. Based on this finding, it is recommended that degree project requirement should be optional or elective and not compulsory. (shrink)

The study thus examines the issue of worker commitment and organizational citizenship behaviour in the assumed age of wisdom. The analytical framework of the study is the rational choice (...) theory. Precedent to the envisioned age of wisdom is the condition of putting service before self. We argued in the study that the age of wisdom-position contextually discountenances with a fundamentally contentious issue in human affairs, which has to do with whether the individual in the society is an inherently self-interested or an innately altruistic being. In the study’s re-imaginations, worker commitment and organizational citizenship behaviours will continue to be influenced by the intrinsic tendencies, in the regards of subjective rationality. In contrast to the assumed precedent-condition of putting service before self in the imminent age of wisdom, this study sees general continuity in subjective rationalities but with massive increases in universal productivity, arising from enduring human inventiveness and sundry efforts. A strong, but underexplored linkage exists between the current global order, world poverty and the politics of aid. Exploring this linkage, which is the key concern of this article, is crucial for a fuller understanding of the symbiotic injustice of the global order and the politics of aid. Using a conceptual thought experiment that portrays the framework of post-war global order as an intrinsically unjust “Global Games Arena”, I attempt a “vivisection” of the problematic relationship between the global order and (...) the politics of aid. In the real world, I follow decolonial scholars like Adom Getachew and Olúfẹmi O. Táíwò to argue that the modern and current global order and its social, economic and political structures are founded on the unfair gains of trans-Atlantic slavery and colonialism. The empirical and analytical consequence of this situation, the article shows, is that to make aid effective or altogether end its penurious impact in Africa in particular, would require, at first, a jettisoning or remaking of the current international order. In other words, I argue that aid would not be necessary in the absence of a world order that in fact requires aid to maintain a system of global injustice and inequality. (shrink)

We revisit the question of price elasticity of employer-sponsored insurance (ESI) take-up by directly examining changes in the take-up of ESI at a large firm in response to exogenous changes in employee premium contributions. We find that, on average, a 10% increase in the employee's out-of-pocket premium increases the probability of dropping coverage by approximately 1%. More importantly, we find heterogeneous impacts: married workers are much more price-sensitive than single employees, and lower-paid workers are disproportionately more likely to drop coverage (...) than higher-paid workers. Elasticity estimates for employees below the 25th percentile of salary distribution in our sample are nearly twice the average. (shrink)

The work is significant in highlighting the position of public debt in the subject area of public administration. The study finds a very weak linkage between public debt and sustainable national development in the Nigerian state. The theoretical framework of the investigation is the bureaucratic theory. The work finds (...) that the bureaucracy is as guilty as the politician in the country, in the transmutation of public debt into a brand of national bazaar. It is finally recommended in the paper that taxation-increases be adopted as alternative to public debt, in ensuring that the current generation of the country’s citizens, in meeting their immediate needs do not invariably endanger the capacity of future generations in the same regards. The study investigated the conduct of university’s congregation election following the general complaints by university staff of poor organization and conduct. The population consisted of all principal officers and all graduates employed by the various universities in the three geo-political zones of Nigerian federation: North-Central, Southeast, and Southwest. From these zones, a sample of two federal and two state universities were selected by stratified random sampling method for the study. A stratified random sampling method was used to select 200 (100 (...) academic and 100 non-academic) staff from each of federal government universities while 100 (50 academic and 50 non-academic) staff was selected from state universities. A total sample of 900 academic staff (450 males and 450 females) and 900 administrative staff (450males and 450 females) participated in the study. The data of the study were collected using questionnaire. The questionnaire was titled Management of Congregation Election Inventory (MCEI). It was made up of two parts – Part A was demographic while Part B contained 12 questions bothering on organization of previous elections, management and outcome of previous election results. The validity of the questionnaire was made by the experts in educational administration and planning and also in political Science. The reliability of the instrument was tested using a Split-Half Method. The Correlation Coefficient was corrected by the use of Spearman Brown Formula. The Pearson Product Moment Correlation was .75 and final Spearman Brown Formula yielded 0.82. The major finding was that election was poorly organized and conducted, Based on the findings, the major recommendation was a surgical change in the organization and conduct of congregation election. Feminists all over the world are united in their contentions on many fronts such as societal norms and conditions that militate against a woman’s expression of her rights and abilities. In as many fronts, they have gained grounds, if not outright victories. However, we observe that among the Igbo women of Eastern Nigeria there is a front which accounts for substantial female deprivation, and which feminists have consistently passed over in their contentions, namely, the feminine cognition also known as epistemology (...) of womanhood. In this paper, using the random sampling method, we have arrived at the conclusion that consciousness oftheir own gender has deprived Igbo women of free expression of their rights and abilities, sometimes as much as constraining societal norms and conditions have done. Consequently, we recommend a conscious adjustment of the epistemology of womanhood among Igbo women. (shrink)

An assessment of mood or emotion is important in developing mental health measures, and facial expressions are strongly related to mood or emotion. This study thus aimed to examine the relationship between levels of negative mood and characteristics of mouth parts when moods are drawn as facial expressions on a common platform. A cross-sectional study of Japanese college freshmen was conducted, and 1,068 valid responses were analyzed. The questionnaire survey consisted of participants’ characteristics, the Profile of Mood States, and a (...) sheet of facial expression drawing, and the sheet was digitized and analyzed using an image-analysis software. Based on the total POMS score as an index of negative mood, the participants were divided into four groups: low, normal, high, and very high. Lengths of drawn lines and between both mouth corners were significantly longer, and circularity and roundness were significantly higher in the L group. With increasing levels of negative mood, significant decreasing trends were observed in these lengths. Convex downward and enclosed figures were significantly predominant in the L group, while convex upward figures were significantly predominant and a tendency toward predominance of no drawn mouths or line figures was found in the H and VH groups. Our results suggest that mood states can be significantly related to the size and figure characteristics of drawn mouths of FACED on a non-verbal common platform. That is, these findings mean that subjects with low negative mood may draw a greater and rounder mouth and figures that may be enclosed and downward convex, while subjects with a high negative mood may not draw the line, or if any, may draw the line shorter and upward convex. The capacity to share and understand another’s state of mind or the ability to put oneself into another’s shoes or, in some way, experience the outlook or emotions of another being within oneself has been referred to as empathy. It is a presumed ability to burrow into another person’s structures of consciousness and experience oneself as another. Hence it involves the capacity of one to understand or feel what another is experiencing from within their frame of reference. This paper investigates (...) the im/possibility of empathy. The question of the im/possibility of empathy finds expression in the question of the possibility of a subject’s access into the subjective conscious experiences of another. The paper appraises various positions accruing from the basic Husserlian/Steinian views. It also highlights the optimists’ belief that empathy puts us in touch with others in a way that generates a compassionate concern that forms the foundation of morality and the pessimists’ view that empathy merely blurs the distinction between oneself and others, yielding self-interested motivation or at least precluding genuine altruism. This paper suggests that the problem of the im/possibility of empathy would persist in so far as the definition of empathy involves ‘feeling with’ rather than ‘feeling for.’ As Diana Meyers puts it, “the metaphor of putting oneself in the other’s shoes is misleading, for it is a mistake to assume that the other feels the same way as one would oneself feel in the same circumstances.” Thus, it is either that empathy is unreal or what is considered as empathy requires a redefinition. This survey on biotechnology and bioethics was carried out on national random samples of the public and scientists in November 2000-January 2000 throughout Japan, and attendees at the Novartis Life Science Forum held on 29 September, 1999 in Tokyo. The sample size was 297, 370, and 74 respectively. While there is better awareness of GMOs in 2000 compared to 1991; the trend shows an increase in the perceived risks of GMOs followed by growing resistance in Japan. While a majority of (...) persons believed genetic engineering would make life better over the next twenty years, the proportion of respondents who thought genetic engineering would make life worse over the next twenty years doubled from 1997 to 2000. Respondents were asked whether they had heard about applications in several areas and the order of familiarity was: pest-resistant crops, human genes in bacteria, mouse to develop cancer, food and drinks, pigs with human hearts and pre-implantation diagnosis. A divide of opinion can be seen when the results on benefit, risk and moral acceptability of applications of biotechnology by the public are compared to the forum and scientist samples.A significant change in the acceptance of the public occurred in 2000 where only 22% agreed on the moral acceptability of GM food compared to 41% in 1997. In 2000 fewer people said they are willing to buy genetically modified fruits that taste better compared to 1997. The results show less public support for use of gene therapy than 1993 and twice as many scientists rejected gene therapy than they did in 1991.When asked whom is best placed to regulate modern biotechnology, the respondents were overwhelmingly in favor of international regulatory bodies, such as the United Nations and the World Health Organization, rather than national bodies. The comparison between scientists and public is interesting, however the more enthusastic sample were participants from the Novartis Life Science Forum with its mixed occupations. (shrink)

Philosophy of mind as a branch of philosophy has been growing. With a vast array of literature stemming from Plato to Descartes, down to Daniel Dennett and Paul and Patricia Churchland, there is no doubt that a lot has been said in that area regarding the mind-body problem, consciousness, the role of the human brain, etc. More so, with the advancement in neuroscience, newer and more interesting discussions linking neuroscience to philosophy of mind is inevitable. Equally as interesting, is the (...) philosophical work that is done in relation to the development of Artificial Intelligence in terms of robotics, artificial intelligence systems, technology-based human enhancements, etc. In all these, the African perspective has been largely underexplored and the salient perspectives of modern and contemporary African philosophers are rarely engaged. What we do in this chapter is to present an overview of the general concerns of this book. This concern is two-fold – the first part tackles issues related to consciousness, identity, and the mind-body problem, and the second part generally deals with issues related to Artificial intelligence and human enhancement. Globally, women have more access to positions of authority and participate more in decision-making, regardless of context and rank, than a few years back. This is because of on-going global campaigns supported by various national and international laws and declarations. Increasingly, women have been exercising their rights and obligations to actively participate in politics and become visible in governance. Within Nigerian society, the efforts of women in governance, especially in the pre-colonial era, cannot be overlooked. Over the years, women in (...) Nigeria have moved from the back seat to the roles of bread-winners, decision-makers and leaders of their immediate families. Irrespective of these progressive developments, women's contributions to national development still have minor impact on decisions that affect society as a whole, due to the perceived marginalization which still holds strong in most developing countries like Nigeria. Cultural and social norms, glass ceiling effects, and other exclusionary factors continue to dictate relegation of the presence and voice of women to a lower rank in public life. Against this background, this paper attempts to shed light on the role of civil organizations in enhancing women's participation in politics and decision-making in governance issues in Nigeria. The paper examines strategies employed by a Muslim women civil organization in contributing to the decision-making that affect women generally in the society, and possible challenges facing women active participation in this political era. Using documented researched materials, the findings of the study show that women's intellectual, and political capabilities irrespective of the religious background, are vital components of every society. An issue that affects the academic engagement, performance, health and wellbeing of university undergraduates is bullying. Substantial literature has examined the predictors of bullying perpetration, but there is little research on the contributions of internet-related factors and the propensity to take risks in bullying. We examined the roles of IGD, risk-taking behavior, and internet addiction in social bullying. Four instruments were used for data collection, namely: Young Adult Social Behavior Scale, the Internet Gaming Disorder Scale, Domain-Specific Risk-Taking Scale, and the (...) Internet Addiction Test Scale. Participants were 552 undergraduate students from the University of Nigeria, Nsukka consisting of 143 males and 409 females. Results of regression analysis showed that gaming disorder and risk-taking behavior had positive associations with social bullying. Thus, the more people grow addicted to internet gaming and takes more risks, the more they are likely to become bullies. Internet addiction had no significant association with social bullying. Efforts should be made to minimize the rate of dysfunctional internet use, GD and risk-taking behaviors of undergraduates in order to curtail bullying perpetration. (shrink)

BackgroundBoth impairment and sex differences in social cognition and neurocognition have been documented in schizophrenia. However, whether sex differences exist in the association between social cognition and neurocognition are not known. We aimed to investigate the contribution of areas of neurocognition to theory of mind and hostility bias, representing social cognition, according to sex in early course schizophrenia.MethodsIn this cross-sectional study, we assessed neurocognition using the Japanese version of the Brief Assessment of Cognition in Schizophrenia and assessed the ToM and (...) hostility bias subdomains of social cognition using the Social Cognition Screening Questionnaire in 131 participants diagnosed with schizophrenia within 5 years of onset. Sex differences were analyzed using t-tests. The associations of neurocognitive subdomains with ToM and hostility bias according to sex were analyzed using multiple regression analysis. Results were adjusted by age, estimated premorbid intelligence quotient, and symptomatology.ResultsNo sex differences were found in ToM or hostility bias. Higher verbal fluency was significantly associated with higher ToM in females, whereas higher executive function was significantly associated with higher ToM in males. Higher verbal fluency was significantly associated with lower hostility bias in females, whereas neurocognition and hostility bias were not significantly associated in males.ConclusionThe results suggest that neurocognition associated with social cognition differ according to sex. These differences should be considered for more effective treatment of social cognition. (shrink)

The intersection of religion, culture and gender-based violence (GBV) continues to provoke critical debates in feminist scholarship and activism. Although substantial steps are noticeable in terms of addressing numerous forms of violence against women, religion and culture in the African context continue to promulgate harmful practices. Chika Unigwe’s novel, The Middle Daughter, highlights a world where religion, GBV, social norms, rape myths, silence and agency intersect, shaping women’s lived experiences. Nani, the protagonist, overwhelmed by the loss of her sister (...) and father merely 2 years apart, is lured by a preacher – a wolf in sheep’s clothing – who shoves her into an abusive marriage. Raped but determined to keep the assault under the tongue, Nani further drifts away from her family, friends and community. Imprisoned and battered, yet, Nani’s silent resilience emerges – a quiet but radical strength that defies religio-sociocultural norms. This study is a review of African feminism in eradicating GBV. It discusses how Unigwe’s radical feminist lens unveils the competing female strength and the limits of silence as a form of women’s agency, thereby critiquing the dominant ‘soft’ African feminist approaches.Contribution: This study adopts a radical feminist theory to critique the ‘soft’ African feminisms which fail to serve women facing the intersectional forces of religion, culture and GBV. It argues that feminist activism in Africa has been going on for a lengthy period, yet the double standards embedded in religio-sociocultural beliefs and practices sustain women’s oppression. This work studied the Anioma Healing Ministry of the late prophet Eddy Okeke. The aim is to investigate the structure, demography, beliefs and practices of the ministry. The study adopts a qualitative phenomenological research design and historiographical method for data analysis. Personal interviews form a primary source of data collection, whilst the secondary sources include library and Internet resources. The study found that Okeke’s ministry was not organised or administratively structured like some of the well-established churches or ministries. (...) Because the ministry was structured after African traditional religion, it also held similar beliefs. The study also found that most of the practices of Okeke’s healing ministry were reflected in its belief system, and adherents to the ministry included the rich and the poor, men and women. It was also discovered that overzealous and excessive belief in Okeke’s magical and miraculous powers promoted him more than his actual spiritual deeds. Many who became disloyal to him or who opposed his interfused religiocultural practices suffered open attacks from him. Although now dead, this ministry still flourishes and Okeke’s spiritual powers continue to be held in high esteem.Contribution: Okeke’s ministry has given the world’s independent ministries a new socioreligious mentality and intellectual framework. This is, without a doubt, the only ministry constructed in the same way as African traditional religion and Christianity. As a result of the foregoing, the HTS Teologiese Studies journal will consider this article worthy of publication in their prestigious journal because it contributes to a greater understanding of the world’s emerging religious groups. While law and justice issues are well represented in the vast and diverse world of Japanese Manga, the medium’s predilection for fantasy tends to produce futuristic or overblown fiction far removed from everyday life. Fantastic treatments may also reflect relatively low awareness of legal matters in a society of low crime and litigation. One law and order institution that most people are familiar with, however, is the network of community police boxes that covers Japan, and this has spawned a gag-ridden (...) yet somewhat more realistic genre of justice-related comics. This article focuses on Ishikawa Chika’s KOBAN, whose humour revolves around the contrasting personalities and petty squabbles of two cops in their dealings with mundane police work. The characters, plots and conversations are visually supported by juxtaposing the weaponry and equipment of law enforcement with childlike facial features and cute mascots, thereby constructing the police box as a halfway house between local neighbourliness and state bureaucracy. Girard's paradigm, with its psychological, anthropological, and historical backing, provides explanations for universal phenomena like rivalry, violence, scapegoat mechanisms, and the religious processes of sin and redemption. While it is not reflected in his choice of literary subjects, Girard has endeavored to (...) assert the universality of mimetic desire and its implications in "Other," non-Western cultures. However, little or no attention has been paid to novels that do not circulate primarily within Western canonical circles. To start redressing this gap in the literature, I use Girard's mimetic theory to study a Nigerian novel, Chike Momah's Titi: Biafran Maid in Geneva and show how the paradigm is suited to a novel so distant in space, time, and culture from the famous works that first inspired it. Apart from identifying the nature and phases of mimetic desire that appear in the novel, I propose other possible triangulations of desire, separating out the mimetic from the nonmimetic, and address the possible implications of the homosexual nature of the novel's interracial triangular desire. [End Page 205]A First Encounter with the NovelSince I assume that neither the author nor the novel under discussion are well known to the readers of this article, I will briefly discuss the author and trace the outline of the plot, in order to allow for an uninterrupted flow in my explication of the dialectics of mimetic desire.The situation of Chike Momah in Nigerian letters is singular. He belongs to the Ibadan golden generation of authors, heralded by Chinua Achebe's first novel, Things Fall Apart (1958), and his contemporaries at University College, Ibadan, including the Nobel laureate Wole Soyinka, plus Chukwuemeka Ike, Elechi Amadi, Christopher Okigbo, Flora Nwapa, and J. P. Clark, among others. Despite his talent, Momah did not join the literary movement that his fellow alumni inaugurated. Almost 40 years later and two years prior to his retirement from his United Nations position in 1990, he began his literary career, which has yielded five novels and several essays. Being a firsthand witness to the birth of Nigerian written literature, he was sought after by biographers and conference organizers. However, his oeuvre has not garnered sufficient attention. This could be the result of a number of factors: first, the distribution of most of his novels has been limited; second, his writings began to emerge at a time when the literary reputations of his contemporaries had long since arrived at their zenith; and third, novels that primarily seek to entertain, as most of his do, are often disregarded in the realm of postcolonial criticism.Titi: Biafran Maid in Geneva (1999) is Momah's second novel. It is the sole Nigerian Civil War novel to portray the horrors of the conflict from the viewpoint of a Biafran family living in Geneva, the Okekes. Its excellent exploration of war trauma frames an entertaining story line. This involves Titi, the Okekes' maid, and her multiple love affairs. Mimetic desire sets in during the course of her relationship with Eddy Mafa and the love triangle that ensnares them with Suzanne, Eddy's European lover. This tangled web provides the perfect substrate on which to test Girard's theory of mimetic desire.Suzanne, Titi, and Eddy: The Genesis of Mimetic DesireAccording to Girard, mimetic desire occurs when we crave for an object, place, status, or person simply because someone else desires it. The resulting rivalry can bring us into conflict with the models we imitate.
